[ckan-dev] disable user registration

Hey all,

As Joshua said, he created a patch that add this functionality, and a few
people worked on it since. It's still waiting for review in
https://github.com/okfn/ckan/pull/399. If someone have time, it would be
great to have some help. Try the branch and see if it works, and/or review
the code, and add a comment to the pull request. Knowing that someone else
tested/reviewed helps whoever is going to merge it.
