[ckan-dev] "Upload a file" option is gone

After searching for a way to discover the version via the CKAN UI, I ended up in the src directory and looked in the CHANGELOG.txt file. We're running 2.0. I haven't had a chance to upgrade.
This issue was resolved, just FYI. The issue was that we had installed in a subdirectory, so had to modify the site_url and api_url settings in the config accordingly.
