[ckan-dev] Default license

Hi Henrik,

The template for the form does the default license selection as you can see
here:
https://github.com/okfn/ckan/blob/master/ckan/templates/package/snippets/package_basic_fields.html#L35
.

If you want to change this behavior, override this block in an extension.
