[ckan-dev] Create a temporary database for CKAN plugin nose tests

Django provides a good example. Rig the config doc in such a way that folks can specify a "test user" who has privileges to create databases. Then wire test database creation into the testing procedure.
Another +1. This would be a wonderful addition to CKAN.
