[ckan-dev] Css merges into master

Just a reminder since someone forgot.

Whenever less files change the main css files need to be recompiled
using `bin/less -p` and the results commited.

It might also be good to also do the alternative css files eg fuchsia
at this time too (some work would be needed to make this easier).  On
the subject of these alt css files, we did briefly talk about removing
them but it appears that they (red/green etc)are popular with end
users according to ira, although currently no fuchsia has not been
spotted in the wild.
