[ckan-dev] ckanext-harvest installation instructions

Hello,

i am using CKAN and the Harvester extension (master branches).
The README.rst no longer mentions the need to create 'harvester' user
(since
https://github.com/okfn/ckanext-harvest/commit/b316cc26a242a534d09f32c59c73c7cc33a4da49),
but it is apparently still needed, as my harvest jobs failed until I
created it.

Mistake in the readme, or misconfig on my side?
