[ckan-dev] Cannot run CKAN with debug = true.

I've installed CKAN following the package installation for version 2.0.

This does not create a development.ini file in /etc/ckan/default, however, it does create a production.ini.

Everything runs fine (except when previewing files stored locally) when debug = false, but when trying to enable debug I just get an internal server error.

I would like to debug the issue with previewing files when they are stored locally, therefore I need debug = true.
