[ckan-dev] Windows Install Fail at "paster db init"

I am getting the similar error

    members.append(getattr(module, fanstatic_name))
AttributeError: 'module' object has no attribute
'vendor/bootstrap/js/bootstrap.js'

Trying on Windows 7.

Does anyone see the reason for this error?
