There's been some ongoing discussion about this over the last four 
months here:

In the meanwhile, this is the patch we're using on hub.healthdata.gov to 
prevent users from registering:
https://github.com/HHS/ckan/commit/0102d4d7cee9151fc5fcfe31c56c485436eddda4
