The min.css is a minified version of the original CSS file.
CKAN are using LESS for CSS and you will need to edit the original and then rebuild it, more information here under Stylesheets:

Hello, I have a question about CSS file of CKAN.
I found two CSS files for main page:
main.css
main.min.css
But when I saw the homepage with the Developer tool of Chrome,
the homepage was using main.min.css file.
And I want to update it, but there is no enter or new line in CSS file.
I am using vi, so it is too hard to modify it. How to modify it normally and in easy way?
