[ckan-dev] license_id missing in translation (for english as well).

Hi!

Yes, you are right.

I'm running CKAN 2.0.1 in Spanish

I had added licenced_id into my ckan.po, because it is missed in
/ckan/i18n/es/LC_MESSAGES/ckan.po
