Hi,

First step into displaying CKAN in another language is have a
translation available on Transifex, the site we use to manage
translations.
Unfortunately, no one has contributed an Arabic translation yet, so
you can not use it unless a translation is provided. Perhaps you can
start the translation and ask for some help on the list?

Once the Arabic translation is available you can define the default
locale and the ones available via this config options:
