[ckan-dev] plugins.core functions question

`find_user_plugins()` and `find_system_plugins()` exist in
plugins.core but we do not need them to maintain the existing
functionality from what I can see

`find_user_plugins()` is definitely not needed but not clear if
find_`system_plugins()` is actually used anywhere

I would really like to get rid of these as part of the plugins cleanup
I am doing.

Anyone know why we would need to keep these in their current form?
