We really should fix this partial updates stuff. Currently the docs
aren't explicit about whether you have to post every field of the
package dict back when you do a package_update, they don't tell you that
missing fields will be deleted for example. We either need to make the
docs explicit about this, or we need to change the behaviour so they
aren't deleted. (And whatever we decide there should be tests to make
sure it stays that way!)
