[ckan-dev] Documentation guidelines

Hey all,

Just to mention quickly that the docs reorganization and guidelines for
writing docs have been merged now. This includes that any new features
or changes to features should not be merged into master without docs
(this was always in our pull request process anyway but now it's
repeated in the docs guidelines as well!)
