[ckan-dev] [install] ckanex-spatial installation probelms

I am following this guide:
http://docs.ckan.org/projects/ckanext-spatial/en/latest/install.html#install-the-extension
 to install the ckanex-spatial extension.  There is a section listed below that I don't understand:

pip install -r pip-requirements.txt

Where is the pip-requirements.txt located?  Do I need to download this?  I am unablet o proceed.

In the mean time, the ckan site is broken.  Looking at the apache logs, I get this:
ImportError: No module named shapely

Among a long list of other errors.  I suspect that has to do with the python libraries that weren't installed?
