I'm not sure to be honest. David Read from data.gov.uk (CC'd) may have
more details on this one.

If you want to test the new rules, yes, creating a validator class
like the ones in this file [1] and adding it to the the all_validators
list will be the quickest.
We are finishing up a branch that adds the ability to register their
own validators from other extensions that will greatly simplify how to
define custom validators.
I'll let you know as soon as it is finished and documented.
