I am guessing this ckanclient library would allow you to upload file:

Subject: [ckan-dev] Upload file through the API.

I guess this is a question which has been answered before, however, I cannot find the solution anywhere. Is it possible to upload a file (CSV) via CKAN’s API to a resource?
