I've noticed this in the past and it's usually fixed by recompiling your css.

* Install the dependencies mentioned here: http://docs.ckan.org/en/latest/contributing/frontend/index.html?highlight=less#install-frontend-dependencies

* Run the command bin/less. See: http://docs.ckan.org/en/latest/contributing/frontend/index.html?highlight=less#stylesheets

After upgrading from 2.1 to 2.2 I am seeing some tabs are overlapping or hiding behind other tabs. For example, when I go to a dataset read page I don't always see the new Manage tab. It hides behind the Dataset tab. I have disabled all my custom plugins including my custom theme plugin at this point.

Not sure what I did wrong in the upgrade process.
