[ckan-dev] Ordering accented datasets

Nice catch! I thought we disconsidered diacritcs and casing, but I just
tested on demo and we don't. I created an issue for this at
https://github.com/ckan/ckan/issues/1676. It shouldn't be very hard to fix.
