[ckan-dev] Weird string displaying

Hi, 

I noticed that the strings were displayed strangely (like this: '---------') under Chinese (Taiwan) language.

Just like the two attachments showed.

The situation still exists even after a clean install.

I am using CKAN 2.3a (commit 1d96488532bc81d6bd11eed7da767da790300956).

Any help will be appreciated.
