Ok, so you've identified that there is a problem with SOLR.
The message says "connection refused".
The message is is the apache log.

That's the information you know.

What can you infer from that, what does that imply?
You need to take the info you have and think about it and experiment.

What can't connect?
What is it trying to connect to?
Are both those things running on the same server?
What are all of the things that could cause that?
Which ones can you test?
Which one is most likely?
Have you read every line of every configuration file that you have edited
and thought about how that might relate to the errors you have seen and the
information you know?

When you are asking a question within 10 minutes of  the last answer
someone gave you, it makes it look like you are not making an honest effort
at fixing it yourself.

I'd suggest you spend a few hours trying to debug and research each issues
before posting to a list.
