[ckan-dev] Allow CSW harvesters to define CQL filters

Thanks Emanuele, this looks really good.

I'll have a test when I have a moment, do you have some example
queries and a CSW server to test them?
I'll double check the owslib upgrade because we had compatibility
issues on the past.
