[ckan-dev] Could not connect to server: Connection refused - Postgresql in CKAN

Dear Jason,

When I reboot the system and start apache and postgresql service..

When  i try to execute http://192.168.251.89   (apache) then it's showing
me the 500 Internal server error.

also see the attachment.   what may be the problem ?
