[ckan-dev] WIP documentation for translating extentions

Hi folks,

I spent a bit of time figuring out how to translate extensions. Based on
this, I've created a bit of documentation on the wiki:
https://github.com/ckan/ckan/wiki/Translations-and-Extensions

I'd appreciate comments and suggestions for change. Once we agree, I'll add
a pull request for the core documentation.
