[ckan-dev] Update of license group file fails

Hi experts,
we are running CKAN 2.2 on RHEL
and are using our own licenses json file to provide a list of all 
licenses used by our instance.
This is working fine so far.
But now we had to change the url of one of our licenses.
Even though we did restart apache the new url doesn't show up in 
existing datasets. The old url is still there.
Is the license url saved within each dataset rather than storing the 
license id?
Even a restart of the server didn't help.
What can I do?
