[ckan-dev] Creating CKAN extensions

I'm following the documentation to create an extension by running the
following command:

paster --plugin=ckan create -t ckanext ckanext-iauthfunctions

However, when I run this command, all it creates is an empty folder.
I don't get any other files in it like the setup.py or the other
folders.  I also don't get the *egg* file either.  Am I forgetting a
step?
