[ckan-dev] Unable to upload file on CKAN

You need to look at the information available to you and *think *about it.
All of the info needed is in the screen shot you sent.

Look at your second image/screenshot.
3rd line from the bottom.
Then look up about 16 lines from the bottom - it tells you the name of the
data base you are connected to,

Taken together this  shows the table _table_metadata exists in the
datastore_default database.
So try executing the grant in the database where the table exists, i.e. in
the datastore_default database
