[ckan-dev] Vagrant and Chef recipes for CKAN development

Hi All,

We've been working on a Vagrant/Chef provisioned CKAN instance which
includes recipes for development, datastore, and (optionally) production
dependencies, mostly in line with the source install and deployment
instructions as described in the CKAN documentation [1][2].

Hopefully this will be useful as a way to quickly get started with CKAN
development in a Vagrant provisioned virtual machine.

Improvements and suggestions are welcome in the github issues tracker.
