[ckan-dev] Plugin instead of paster to allow admin to register/create users via web

Hi All,

It seems counter to how user registration was intended but has anyone written a plugin allows the admin to add users via the web registration page?

An Admin can log in and would have the Register link upon login.  The Admin can then complete the registration form for a user to create the user and assign the user to a role.  This could be purposed for a portal with a limited number of internal (to the company) contributors who add/manage their own datasets.
