[ckan-dev] Enabling File Upload - ckan_version: "2.4.0"

It sounds like you're doing everything correctly, but since it's a silent
error it's hard to know exactly what is going wrong. :(

Perhaps check the apache/nginx logs (whichever one you use ckan with) for
clues?
