[ckan-dev] Request to access the transifex platform

Strings from extensions are managed separately in different Transifex
repos, and need to be configured in the extension itself.

See eg:

https://www.transifex.com/okfn/ckanext-dcat

Here is the documentation on how to set it up on the extension in case you
want to have a go at adding some new extension.
