[ckan-dev] Datapusher - error on requirements.txt

Hi,

latest setuptools breaks pyparsing used by ckan and its extensions
https://github.com/pypa/setuptools/issues/969

downgrading setuptools to 33 fixed one of our environments were we saw this
issue.
