[ckan-dev] I18n Internationalization of ckanext QA, Reporter, Archiver

Hi,

With David Read's help I've translated these extensions. Take it and use
it. QA 2.0 is quite strong in analysing resources types so that's even a
stronger incentive for updating if you're operating on 1.0 version.

Let me know if you have any problems with it.
