[ckan-dev] featured section - how to use?

Hi guys,

CKAN's main page contains section "featured section" (snippet
promoted.html). It evocates impression of very easy to use feature but I
can't to find what aim of this section is and how to use it in right way
(especially how to change 420 x 220 picture).
Can you advice me, please?
