[ckan-dev] Extension for managing topics and subtopics

Hi there,

We have just open sourced an extension we developed for a client. It allows
to have a UI for managing topics and subtopics.

There are many things that can be improved, but we felt like releasing this
in case its useful for anyone, or somebody wants to contribute.
