[ckan-dev] Cannot add licenses.json file, please help

Hi there,

I've got a dockerized CKAN installation running and cannot seem to add a
licenses.json file.

I tried uploading it to dropbox and used the URL as follows:
licenses_group_url = https://www.dropbox.com/s/aufr7w2gc5mng94/licenses.json

But I keep getting:
Error - <type 'exceptions.Exception'>: Expecting value: line 1 column 1
(char 0)

The file is at: https://www.dropbox.com/s/aufr7w2gc5mng94/licenses.json

I tried using file:// to include it locally but fail to place it in a
location that ckan can pickup from docker.

Can anyone please help?
