The issue was fixed in https://github.com/ckan/ckan/pull/2983 but I
don't see that change backported to 2.5.

What version of simplejson are you using? If you upgraded simplejson
past 3.3.X that would be causing the issue.

Either downgrade your simplejson to one that is supported by CKAN 2.5
or back up your DB and upgrading to ckan 2.6.4. If you're trying to
dump and restore your datasets through the API (e.g. to shrink down
your database) that should work after either of those
