[ckan-dev] IRC channel

Hello community,

With latest spam occurring on IRC and notification for botobot shooting
down, maybe we should consider a different option for communications with
developers, users and other folk interested in CKAN and its extensions.

The trends are Slack and Gitter, but there are few different options as well

Lets hear all of your opinions
