[ckan-dev] Set resource license via API

Hi andy

The license is a field on the dataset, not on the resource. So you can set
it via the API - using the package_create/package_update etc. methods.

As each resource belongs to one dataset, you can think of this as if the
resource "inherits" the license from the dataset.
