The collected document is saved (primarily so that it can be passed 
unchanged to the EU from data.gov.uk).

The elements of the collected document are determined and used to write 
a CKAN package.

The "extras" key-value pairs are the GEMINI 2 document elements. The 
element values are JSON, allowing the structure of the complex elements 
(such as Responsible Organisation) to be carried over.

The harvesting sub-domain model is part of the CKAN server at the 
moment. We could separate it out.
