This is due to an incompatible change in a dependency (Routes 1.12 to
be precise). We'd already narrowed the dependency in the default
branch and I've now done done this in metastable too so this does now
work:

<http://ca.ckan.net/api/search/package/?all_fields=1&q=vancouver>
