Have you seen datapkg?

I haven't used it myself, but looks like CKAN has a feature for  
uploading and hosting binary data associated with packages.

I'm not sure if it qualifies as “easy” though. If there was a web  
interface for uploading the files, followed by creating the package in  
the usual CKAN way, that would perhaps be easier.
