I think it was Rufus that proposed the meta.spam tag. However, I'm not
aware of any usage of it or admins tracking it.
It would be relatively easy to track if we had an Atom feed for every
tag, and this is a feature that was proposed last year, but has not
been prioritised for whatever reason: http://trac.ckan.org/ticket/272
