Sorry, I got the impression you hadn't tried the steps because of the
confusion with the other method. Now I can see there is a bug.
Thinking back, I believe this never got implemented because we simply
purged spammed groups. And the state field got exposed somewhere along
the line, without it working yet.
I've created a ticket and should have an implementation later today.
