Do we have any convention for flagging duplicate packages to be merged? E.g.

http://ckan.net/package/openei
http://ckan.net/package/open-energy-info-wiki

I've found instructions on how to merge on CKAN wiki, but was
wondering what is the quickest/easiest thing to do in the first
instance. ;-)

E.g. should I use tag "meta.duplicate"?
