Whether the search was intended to be federated (which is not easy) or
if there were intended to be aggregator/search services was not, I
believe, clear. If the latter, then the main CKAN might make sense as a
search service but for its dual role. Maybe there would better be a
search.thedatahub.org or some such (in some ways not unlike what
semantic.ckan.net does...)

That still leaves open the (future) question of an annotation service
that can talk about the metadata that stored all over (one example
annotation might be "package-foo on cz.ckan.net is the same as
package-bar on thedatahub.org" and the argument can be made that this
annotation belongs on neither).
