Although the "Format" field is intended to be a human-readable expression of
the type of data, humans are by this point probably quite used to format
meaning file extension, or whatever text appears in the relevant Windows
Explorer column ("Microsoft Excel Spreadsheet")? I am leaning in that
direction.

I can see why the green plus icon causes confusion; it is doubly confusing
that it clashes with the gold plus-icon on the left (which expands the
section) as well as the 'add a resource' action you want to do. I think it
will become an exclamation-mark or something similar.

Those UIs are in the middle of being tested and enhanced; I'm not at all
happy with the ones live on thedatahub.org but there are some improvements
visible on test.ckan.net. Animation and better grouping should help address
some of these concerns.
