[ckan-discuss] Multiple authors etc

The way it has been used by the city of Montréal is the following:
- Author (translated as "producteur") is the person/dept that really
produce the data.
- Maintainer (used as "repondant") is the person in charge of answering
question and update the data in the portal.

So the maintainer is not exacty a maintainer, but there is clearly
different roles engaged, and they are not exactly the same. (On the other
hand, this is mainly internal stuff and one could argue that there is no
real need to make all this detail available to the public)
