Hi Konrad,

I read your request and I might give you some step into the European data
portals world.

The European project Open Data Support (see
https://joinup.ec.europa.eu/community/ods/description)  conducts a
harvesting and harmonisation of the meta data accross all (national)
European Data Portals. In the http://data.opendatasupport.eu/ sparql
endpoint you find the original data from the portals and their harmonised
counterpart.

This knowledge base may support your study for on the quality analysis.
For more info on the harvesting process & synchronisation times etc... you
can contact me.
And even if you don't use it, I am interested in the outcome of your study.
